JEFFERSON CITY, Mo. — The past five months of anti-illegal immigration talk from Missouri politicians will come to a head today.
An agreement on how exactly the state should tackle the hot-button issue has been slow in coming, whether it’s through penalizing employers who hire illegals, tightening scrutiny of driver’s license carriers, making people provide proof of citizenship when they apply for public benefits — or all of the above.
If the Legislature doesn’t pass some form of crackdown by the 6 p.m. deadline, Gov. Matt Blunt has threatened to crack his own whip and call a special session.
The House already has passed a group of immigration measures, but the Senate on Thursday voted up a new version that targets contractors and subcontractors on state construction projects that hire illegal immigrants.
If found in violation, the contracts would be voided and the employers would be barred from contracting with the state for three years, under the bill.
Bill sponsor Sen. Scott Rupp, R-Wentzville, said he’s worried the House won’t accept the changes.
House Democratic Caucus Chairman Rep. Ed Wildberger said he’d work to keep them in the bill.
“I hope that it opens up jobs that have been taken by people who have come to the state willing to work for less money, in unsafe working conditions and no benefits,” he said.
The St. Joseph Democrat has pushed a nearly identical provision for more than three years to no avail.
The House appointed Mr. Wildberger as one of a handful of legislators who will negotiate the differences with the Senate during a special conference, which was expected to take place late Thursday night.
If legislators strike a compromise, both chambers have to accept the new version before the efforts to curb illegal immigration can become law.
Mr. Wildberger said in committee he hopes to change the bill so that employees also would have to provide evidence of legal presence, such as a birth certificate or passport, if the attorney general is unable to verify whether an employee has authorization to work in the United States.
Rep. Jim Guest, R-King City, unsuccessfully attempted to serve as a final negotiator on the bill because of new language unrelated to the employer provisions.
Mr. Guest said he was concerned the bill may usurp the authority of county sheriffs. The amended legislation calls for increased cooperation between sheriff’s departments and federal officials in investigations of illegal immigrants.

"Subject to appropriations, this bill requires the Superintendent
of the State Highway Patrol to designate some or all members of
the patrol to be trained in accordance with a memorandum of
understanding between Missouri and the United States Department
of Homeland Security concerning the enforcement of federal
immigration laws on federal highways and interstates in Missouri.
Law enforcement officers are required to inquire into the
citizenship and immigration status of any person placed under
arrest and to verify the legal status of a noncitizen with the
federal government."
Additionally,
"(3) Requires the commercial driver's license written test to
only be given in English. Translators will not be allowed for
applicants taking the test;"
Why WOULDN'T we want our law enforcement officers to inquire as to immigration status? Don't you want someone to be accountable if you are involved in a car accident with an illegal person? Since all of our street signs are in English, isn't it appropriate that applicants should test in ENGLISH???

They put on a front like they want change with the illegal immigrant problem, yet they give companies like Triumph the "heads up" every time they come in for an inspection of illegal aliens. It happens throughout the country. They could never strangle the problem because they can't get a grip on anything with their palms being greased like they are.

Our government just doesn't care about us and Macain and Obama aren't going to make it an better for us. If we have to pass one more or one hundred more bills to try to stop the take over of our country then that's what we have to do. Vote yes on this bill. The Border Patrol is under staffed and over regulate and our local police are the same. Help them, help us. As a newcomer to this town I escaped California for a better life (with English speaking Americans). You don't want your state to end up like California. It a third world, dirty, trash covered cesspool of a state with more then half of the population unable to speak, read, or assimilate to the American way of live (God, country , and respect for its laws). The garbage they have been jamming down our throats in order to control us more. I get tired of smoke and mirrors government. They tell us what the bills mean but when you investigate you find they gave you the business when you were not looking. Rep. Guest was correct that HB1549 has many deceptions in it to give our federal government more authority over us not illegal’s.

Many Democrats are in favor of not requiring ID to vote for obvious reasons. Illegal immigrants would tend to vote Democratic in order to receive their "entitlement" handouts that the Dems love to give out. More reliance on government handouts provides government with more power over inidividual lives, making the USA the world's largest assisted living center.

What the bill did was remove some of our common rights with a judge. Then there was HJR49 to give the governor the soul power to appoint judges. Wow! Lets give a bad governor more power than he has now. HJR48 puts the terminology of the Real ID act which would force us to have a Real ID to vote. It gets better and better the more you look into it. Last government Good (not) Thing is the dept of revenues 50 million dollar biometric computers. Kansas just past the same bill for voter ID as HB48 and just after passage the upped the fees on ID by $4 and will raise it again to up words of $10 more. Stop forcing a police state on Missourians, instead start tracking those we know are illegal’s here.

Also, no Democrats I know support "entitlements" to illegals.
You're right - how could I be so ignorant? YES, let's keep the poor and elderly from voting; it's the republican hidden agenda. (That's sarcasm in case you missed it). Bleech, no way that we would ever want to suppress our own LEGAL citizens. I see that St Joe charges $11 for an ID that lasts 3 years. If you can't afford that, you should park your car for a day - you obviously can't afford to drive to the voting poll, either.

Of course legal US citizens of the Democratirc persuasion don't want illegals to recieve gifts (aka entitlements, handouts, etc) from taxpayers, because then they won't be getting as much for themselves.

I know of some who were unable to obtain an ID for the election this law was enforced on (before it was deemed illegal)because they didn't have and couldn't get birth certificates (another $15). $11 may not seem like much to you or I, but for some of these elderly people that may be a days food supply!
